CS: Source Problem

ok wel my friend has a server, i think he hosted it him self im not sure

anyway, he along with his friends can connect to it fine, yet i cant it says cannon connect, i have no other problems on any other source servers, any ideas why this 1 is

Ip is 86.29.83.237:27015

Its hosted on his own connection. His mates are on seperate connections not on a network.

thats the way i tried connecting, as he just gave me the ip

strangly, i tried to add it to my favourites and it didnt appear even when he was on there, is that odd or is steam favourites screwed again?

Well i tried connecting again and got this:

Connection failed after 4 retries.

hes leaving it on till about 11:20 so could any 1 just test it?
