Not sure about your ISP but could it be a software firewall or antivirus app causing it?

Don't think so, I've let my antiv/firewall accept internet access for it. Will try again :|

In console by pressing the tilde key (to the left of one)

rate 20000
cl_cmdrate 50
cl_updaterate 50

Anything around those values are good. Enter them one at a time obviously!
I'd say 50 for cl_cmdrate and cl_updaterate is the least you should go to and 100 max.
For rate anything between 20000 and 30000 is what you should have.

Thanks steve, tried all those. Some were set @ 20. Still no luck choke and lag ping upto 240. Not sure what it is now

Have you tried other servers?
Double check you or anyone in your household is not downloading anything.

Could well be Pipex, I'm sure I saw on the Steam forums a while back about Pipex and CSS not working together.

Only one computer in my house hold. Tried a lot of diff servers same thing. I think it's pipex tbh.
