custom 4k build

I was wandering if you could help me out in here. A good friend of mine is after a custom built pc with a 4k budget approx, he wants pref a i9 cpu 32gb ram a 2080ti card and it water cooled, he wamts it to run 4 monitors pref as he does a lot of flight sim p3d software games.

If you guys can recommend something that be great or an alternative similar specs ?

yeah, tubing and fittings really. again personally switch to Master board! then can look at storage etc . might benefit from NVMe drive but wouldn't know without what programs being used etc . or if no NAS system in use, RAID HDD etc
