CX430 Issue

I got the Corsair CX430 the other day to fit into my neighbors computer so he could use my old GTX460. His motherboard is the HP-MS-7613, I did a paperclip test before I installed the PSU into his system all worked fine, after installation I went to turn the computer on and the fans spin for 1 millisecond and then stop (computer doesn't turn on). My immediate thought was that the PSU isn't compatible with the motherboard. Has anyone had any similar problems with PSU's and any solutions before I return this PSU to OCUK on Monday?

Are you sure it's plugged in correctly?

There should be a 24 pin plugged into the mobo and an 8/4 pin connected into the mobo around the cpu socket. The gtx 460 should have a pair (?) of 6 pin connections.

Failing that, maybe the psu is u/s and needs to be returned.

Everything was plugged in correctly, checked everything and triple checked. Its either a faulty PSU or isn't compatible with the MOBO. I will be returning it on Monday and get a CS450M.
 
What is the PSU going to be powering?

The stock one is a 300W from HP (don't know the make). The reason I had to buy another PSU is because his old PSU doesn't have any PCI-E connectors. The PSU will be powering the GTX 460 1GB that uses roughly 160W and the rest of his computer. He was doing fine on a 300W but the smallest wattage I could find is a 430.

But it wasn't the GPU that was the problem, I tested the power supply on a motherboard I had lying around, worked fine, but even with the 460 disconnected from the computer, the computer still didn't turn on!
 
The GTX460 requires a PSU that can output 36a on the 12v line (according to http://www.tomshardware.co.uk/forum/279391-28-power-requirements-specs-popular-graphic-cards-guide) - I believe the corsair cx430 can only manage 28a on the 12v line - you need a slighty more beefy PSU imo. The CX500 has 38a on the 12v or the cx600 with 46a on the 12v.

PS the cs450m will do 35.5a on the 12v so may not be suitable.

Yeah, manufacturer recommendations are usually complete nonsense.
