PC, yes, provided it arrives before release- the box will just contain a key that you redeem.

Yup, and because of this, I don't understand why they're not shipping physical PC copies before release.

Do the console versions "unlock" on release day also, or can you play as soon as you have the disc?

You should be fine, he is running a 2080ti so effectively a 3070 @ 4k on high settings with RT on solids 60FPS. The spec recommendations on the previous page look to be spot on

So what's the deal? Is the City and Locations full of NPCs adding life to the place or a they empty barren places like those awful leaked console footage has shown?

You could be right - it's using an intermediary REDlauncher so the patches might be done through that.

If you enjoy RPGs and add to the fact you already have 3 Witcher games to go from by CD Projekt Red. I don't see the harm in pre-ordering. Might as well pre-order and preload the game to save waiting. If it's absolutely terrible both Steam and GOG allow refunds. I'm struggling to see the issue.

Well yeah, for a lot of people like me this isn't an "I'll play it if the reviews are good" release.
I want to play this game regardless. I've wanted to play this game for almost a decade
