D3300 Command Dial

I recently purchased a D3300 so I could get into some photography. I am a complete amateur, so initially I was just using it in the automatic mode. But as said, I am looking to get into photography, so after some reading I took the plunge and moved it into Aperture Mode so I could start to play around. Alas, the command dial doesn't seem to be working for me! It rotates, but nothing changes.

I am assuming this is a fault, but before I go through the repair process, I just wanted to ask and see whether anyone could think of another reason it might not be working? As said, I have very limited experience with cameras so wonder if I've missed something basic.

I've tried holding down the +/- and I do get the flashing aperture circle, but alas rotating the command dial does nothing. I suspect it might be buggered. Disappointing.
 
No. Alas, nothing changes. I think I've proven beyond doubt that its the dial though. I made a recording, and apparently you can use the command dial to advance/reverse 10s. When I playback the video, the dial does nothing.

Thanks again for your help. Looks like its off to Nikon for repair.
