If I were to let my Brother in Law have my Rift, and get an S myself - when he came to set it up under a new account, would he still get the free games it comes with?

Nope, free games are tied to your account. He might get Lucky's Tale but that's it.

Another question occurs - does the Rift S come with the exact same library of games?

I'm wondering whether I could somehow give him the account that's attached to the S. Or maybe pass him my Rift-attached account, and set myself up a fresh one...

If you use your original Oculus account on the Rift S then you will keep the free games.

The Rift S doesn't come with any free software as far as I know, so any new accounts created for use on Rift S will not get free games.
