Daft world cup question

I have a daft question I'd like someone to answer if that's possible

In a particular group, if every single match played was a 0 - 0 draw, how would they decide which two teams go through?

Penalties?

I thought it would be down to yellow and red cards but apparently not:

From Fifa
The ranking of each team in each group will be determined as
follows:
a) greatest number of points obtained in all group matches;
b) goal difference in all group matches;
c) greatest number of goals scored in all group matches.
If two or more teams are equal on the basis of the above three criteria,
their rankings will be determined as follows:
d) greatest number of points obtained in the group matches between
the teams concerned;
e) goal difference resulting from the group matches between the
teams concerned;
f) greater number of goals scored in all group matches between the
teams concerned;
g) drawing of lots by the Organising Committee for the FIFA World
Cup™.

Was Englands group in france 90.England 1st,Ireland and Holland equal in 2nd and 3rd,Ireland got 2nd by drawing lots.
Holland still qualified,but becouse of coming 3rd they got Germany in the knockouts and lost,wheras Ireland got Romania and went through
