Damp causing damage to floorboard

I walked in through the back door yesterday and felt the floor give way slightly.

I pulled back the carpet and found the area felt slightly damp underneath and the floor board looks in bad shape (some sort of mdf?).

The door itself is a patio door and I don't think there are any pipes in that area, besides which we've not had any pressure problems (sealed system).

Therefore I can only guess the water is coming in from outside. I've included a picture of the external brick under the door but I'm wondering if the problem is below the patio.

The house is fairly modern (2000ish) and this is the first hint I've had of anything wrong. I'm not sure what to do next, or even who I could call to look at this :(

What's the condition of the external sealant around the door like? Any missing or loose?

It's hard to tell from the pics but the chipboard (I think thats what it is) flooring doesn't go under the door does it?

Also looks to be sat on a thick bed of mortar, is that in good condition, any visible cracks?

I'd get that carpet pulled right back, lift the boards and have a good look underneath. There's potentially a downward slope outside the back door causing water to sit against the wall and effectively creating rising damp for example.

You can call DPC specialists but this is likely to be quite a simple one and just needs a bit of common sense.
