How are you testing it outside?
Only difference outside to inside would probably be
Less volume of coolant to move
Assuming you just did a simple little in and out loop
To test
Or connected to a different psu/molex/sata power
Or in a different orientation
Pump horizontal compared to vertical or vice versa
Inside
Did you try leaving a reservoir/other port open?
In case its got a huge airlock preventing the impeller spin up?

Do you have an pwm model? Do you have bios set to full speed
