ddr 4 ram help overclock

quite new to overclocking but this issue is related to my DDR 4 ram -Dark Pro 16GB (2x8GB) DDR4 PC4-25600C16 3200MHz - on task manager it says 2133mhz and cpuz 1064.1mhz , hardware is, gb ab350 gaming 3 - Ryzen 5 1600, gx1080ti , bios updated to F10 , disable all - core performance boost ,amd cool+quiet, SVM MODE Global C-state control / X.M.P ( but I have tried with this on too enabled )
things on auto . power supply idle , opcache control , downcore control , SMT,)

system memory multiplier 32.66
memory Frequency 3266mhz

profile ddr voltage 1.20v( in grey

16.16.16.16.36 for both ,
I noticed on the DDR ram label it has four number instead of five to input , 16,16,16,36 so I just added in another 16 not sure if this is right to do . changed the voltages a bit but still not had any luck , I noticed on saving bios when it resets it goes off and on about 4 times before loading up so I think its changing something back .

run cpuz. Task manager isnt always accurate. Before I reset my windows 10 install it would always show my CPU as 3ghz even though it was running at 3.9

cpuz says its 1064.1mhz , I have two 8gb sticks of ram and task manager says 2133mhz and I think they are both right as it would calculate the same .

just an update on this , I took out both ram sticks and decided to test the one at a time the first ram 8gb bios didn't not boot , so took that out and put the seconded one in bios booted and in cpuz its showing 1596.2mhz and in task manager speed 3200 , so I am guessing the other ram is broken .
