Is there a big increase in speed from just going from 2GB PC-3200 400MHz DDR to 2GB PC-6400 800MHz DDR2, using a P4 630 @ 3ghz?

If you're running each at its rated speed, yes there'd be a large increase in bandwidth.

Would I notice this in games, as a big increase in fps?
