sometimes yes, sometimes no...
It depends on the GPU, gpu clock speeds, memory clock speeds, bus and other stuffs.
usually ddr3 cards are newer and faster than ddr2, but this is not a rule.
also I think newer cards are only ddr3 and ddr5.
