I have a QX6850 with 2Gb of Corsair DDR3 DHX 1333C9DHX. I have set the memory to DDR31333 in the BIOS and set it to 1T but CPU-Z says the memory frequency is 667.9Mhz @ 1:2.

If the chip and the memory are 1333 shouldnt this be 1:1?

No that's right, the CPU is quad pumped 333x4 = 1333 whilst the RAM is only only twice the speed, 666x2 = 1333, so the divider is 1:2 in terms of the FSB.
