De-clocking is this right?

I recently started overclocking my E6300 and I raised the FSB slightly, and rebooted as per the guide provided. The BIOS was reading 2ghz, so thought all was going well. Being cautious I decided to boot up, and see what cpu-z et al thought.

However, when I went into cpu-z it said my CPU was running at 1.6ghz which is less than the 1.86ghz it should be. Is this normal?
 
compare the set FSB and the CPU-Z fsb, and likewise with the multiplier.

Speedstep drops the multi to underclock the CPU and reduce power consumption at idle, so if its doing that the FSB should be the same as you set.
 
I dont know what that is, so will look for it tonight. I followed a guide on overclocking my board from another site, written by someone using the same board.

I set the relevant functions to manual rather than auto, so assumed it would be fine. Will update once checked out this speedstep thingy.
