Dead Computer - Advice Needed

Question: Since I have killed one of my computers, would it be better to try swapping the MB, then CPU or bring forward my upgrade to Haswell?

Stort version: Following a HD upgrade the fans come on but there is no other signs of life. Swapping has narrowed it to MB and/or CPU.

Long Version: At the weekend I upgraded a HD on a mini-ITX system. (I had actually done the swap and transferred everything, it just needed to swap the drives in the case.) Unfortunately, in my case the MB is behind the HD, so it had to be removed first. So I took all normal precautions, including anti-static strap, removed MB and HD, swapped HD and replaced everything. Powered up and not much, just fans came on. Took MB out, checked all connectors still in place, started swapping as much as possible. No uck. It is my only Socket 1155 computer, so down to just MB and/or CPU. I have no idea which!

After dozens of PB builds/component replacements this is the first time this has happened, so would appreciate suggestions how to diagnose!

My main concern is that it is an old i3 system I was considering upgrading to a Haswell i5, so if I end up replacing both MB and CPU I would prefer to do the upgrade. But if it is just the MB, that would be much cheaper and I could wait for more new mini-ITX Haswell boards (and prices to drop a little), and actually do some research, thinking anout the best upgrade.
