Dead CPU?

I recently put together some components I had for a new machine but when switching the machine on it didn't boot, there was no post, no beeps, just the cpu fan spinning up briefly (not any of the other fans) whereupon the psu would click and everything would power off.

I swapped out the ram for some in my other machine which I know works and got the same result. I plugged the PSU into a power tester and it tests ok. I took all the components out and tried it outside the case... same result. So I'm thinking with not even a post that the motherboard is dead, order a new one but get exactly the same result. I'm now thinking that the cpu is at fault but need to be sure.

Can anyone shed any light or advice here?
 
The original non working spec was a 4770K in a Maximus VII Gene board powered via an EVGA G2 850W. The case fans was plugged into a Phanteks fan splitter and powered direct from the PSU as opposed to a fan header.

The new motherboard is an Asus Z97 Pro Gamer. I couldn't see any bent pins on the Gene when I took it apart earlier but could well have missed them. I have taken the PSU from my current box - a Seasonic M12II (I think) - and plugged that into the new bits and get the same thing, a temporary spin up of the CPU fan then it powers off, all within a couple of seconds.
 
Well as an update since last writing, I have double checked my new PSU by plugging it into my old system and it powers it up just fine. I'm going to check the ram one more time, a single stick at a time, and if that doesn't work I have to assume its the CPU :(
