dead fans grr

i had a wierd noise from my pc for a couple of nights now,it sounded like metal screeching.the noise only appeard once ever couple of hours,so i opened pc up today to take a look.I found the fan on my radeon 9550 has totaly stopped and the fan on my motherboard which is abit nf7-s is i think causing the noise.The fan is spinning realy slow.The fan on gcard is hot to the touch,the inside of my case is pretty cool i have around 4 case fans going.I dont use this pc for games any more and mainly just use it as a DL pc.I was going to try replace the gcard fan with a silencer and the fan on the motherboard with a heatsink but i have no idea how hard these are to install?

The gpu cooler if its an ac silencer will be easy, the chipset one depends if its using hoops or holes as a retention mechanism.
Edit: Looks like holes, and the chipset being an older one is flat rather than having a small core in the middle, so you could even use a chipset cooler with a sticky thermal pad like this one.

When your pc makes strange noises you really should stop using it immediately and take a look, you should also inspect it regularly particularly as it gets older, as you have seen the smaller fans on the chipset and graphics card tend to die after a few years.
