Dead Laptop

Hi there i wounder if you can help me with this problem with my dads laptop, the problem is it basically wont boot up no bios no screen there is no hard drive activity now i have tested the hard drive by plugging it into my main pc and it seems ok. The battery also doesn't seem to charge either.
I have removed the memory and replaced it with known good memory no joy.
when i took the back off and turned it on the cpu fan runs for about 3 seconds then goes off.
its a lenovo g555 with an amd cpu ati on board graphics not sure what motherboard it is, running win 7 and 1 gig of ram.

When u plug charger in do you at least get a light to sow that its trying to charge?.

If so then maybe the battery is dead. EDIT some laptops wont work even on mains with out a working battery

If not then the charger could be dead get a multimeter and test the output

no it wont boot with charger in or battery out, the battery starts to charge, my dad checked the charger and it was 19 ish volts. Im starting to think its a dead motherboard.
