Dead motherboard?

Hello, today I received my new budget system/components.. i've put it all together, and it doesn't seem to boot up. The fan is spinning very slowly, and the monitor has no signal. I'm completely confused on what to do since i'm sure I set everything up properly.. The only problem I can think of is that the RAM/CPU is incompatible with the motherboard. My specs are:

AMD Athlon II X2 Dual Core 250 3.00GHz (Socket AM3)
OCZ Platinum Revision 2 XTC 2GB (2x1GB) PC2-6400C4 Dual Channel Series
Gigabyte GA-M61PME-S2P nForce 430 (Socket AM3/AM2+) PCI-Express DDR2 Motherboard


Any advice is appreciated, thanks.

Also, my PSU is 600W.


Update: Figured out the problem, now I just need to somehow make my ram run at 1.8v.. or try and 'up' my voltage to 2.1v which it doesn't seem to let me in the BIOS :S.

What brand is the psu?Also,did you remember to plug in the 4/8 pin power connector near the cpu socket?
 
Yes it's plugged in, and it's a Jeantech PSU.. it does work because I had it working perfectly in the computer before. I tried removing one RAM stick, then both sticks and nothing changed. I tried taking the graphics card out, and no change.. still the same. No signal on the monitor and the CPU fan is spinning very slowly. I'm completely clueless on what to do.
 
How do I update the BIOS with no display on the screen? I don't know why i'm getting 'No signal to computer'.. completely confused.
 
Took everything out except cpu and tried booting it up, still the same.. fan is barely spinning. Not sure what to do, i'm starting to think it's a broken motherboard since nothing seems to work at all except the cpu fan spinning very, very slowly. I have no idea how to flash the BIOS, since i can't even get to the BIOS.. there's no signal to the monitor so i can't see anything.
 
Been trying to find a fix for hours now.. still no success. I put all my old components in for now, since i'm totally confused on what to do. I do think I need to update the BIOS, even though that's pretty much impossible since I have no display at all.
 
Did you try restting the CMOS? I would try another PSU if possible. If all the parts are new I would doubt there would be any issues with bios for AM3 CPUs now, unless it was very old stock!

It could be the memory is incompatible. Any chance you have any spare parts / memory / PSU to swap and try?
 
Seems like it's the ram being 2.1v which is causing it to not boot. Only one of the modules will work.. I tried manually setting the voltage to 2.1, but my motherboard doesn't seem to allow it. Is there some kind of software that could set it?
 
It could be shorting. make sure that your MOBO is earthed correctly. I had a problem where nothing worked and all the parts were brand new from OCUK. MOBO standoffs are quite cheap.
 
Now I just need to figure out how to make my 2.1v RAM work with 1.8V since my motherboard won't let me change it to 2.1v.. anyone have any ideas?
