dead pc ?

friends pc has died he gave me the following details, anyone any ideas what to try replacing first ?:

issue:
-when I turn on the computer, it's on for about a half second, and then turns off.
-I re-checked all the power connections, re-seated them all.
-And after it turns off, I can't get it to turn back on. I have to totally unplug the thing, let it wait several seconds, and plug it back in.
-Then when I turn on the switch again, I get the same thing--on for half-second, the drops, and I can't turn it on again.

Smells like either a PSU or mobo issue to me.
Tried a different PSU? Easiest to replace to check

High couple of quick suggestions is it possible to remove the motherboard and test it outside the case to illiminate any shorting, also remove all cards bar the graphics card and use one stick of memory then try the second stick.

Mobo or PSU. As RJC said, try it outside the case. If still nothing, I'd replace the PSU.

Check that the CPU heatsink is working and mounted properly, could be switching itself off cos the CPU is overheating.
