Yeah, costs money to make a game region free so anything that has a chance of being picked up by any overseas publisher or if they don't want to risk losing more money, they usually just keep locked.
Their games don't sell very well as the xbox isn't big over in Japan, I think they must have done a deal with microsoft since all there games are only on xbox, try to get more people buying an xbox.
Hopefully deathsmiles will sell well over here and we'll see more and more releases.
