Ok so yesterday my girlfriend brought a tv and tried to pay for it on her debit card she said on the card reader said complete however the guy behind the till said it's come up with an error and hasn't gone through, skip few minutes later we paid for it by cash. She checks the bank today and gets told that card transaction is pending soshe has paid for it twice!! Advice will her bank be able to get this back she has no recept for the debt card transaction?

Pending isn't the same as complete. The cash has been reserved for the transaction, it probably won't go through, check again in a day or two and it should have disappeared once the system realises the transaction didn't complete.

Will the bank have the powers to get it back if all fails?

Probably, but I'm quite confident this is the case. If the place you bought it from didn't print out a full receipt then the payment wouldn't have completed. I wouldn't worry about it just yet, wait til tuesday.

and the bank won't just get the money back for you. How are they meant to know you paid cash and also by card, just go back to the shop with the receipt and a bank statement explain what happened, if they have to they can check cctv and they will refund you.

All of this only if it appears on the card.

It's just the authorisation that's sitting on your account. There shouldn't be an associated clearing record to tally it up with. Therefore in a couple of days, the auth should drop off your account and you'll be fine. Might be a couple of days after the bank holiday, depending upon whether your issuer sets the bank holiday as a processing day or not.

Don't worry about it.

If it does go through on the card go back to retail outlet and show them a statement along with the cash reciept and it should be refunded back on to your card.

Did the cashier give you a reciept for the debit card transaction which didnt go through?

The cashier will have had a printed reciept in the till of a failed transaction, so you should be covered if the money does leave your account. You'll be able to go back the the shop and claim your money back.
