Decent time for 10km

Not a huge distance I know and flat conditions, no hills at all including downhill.

I am looking at previous times for a beginners duathlon and they are hitting around 21mins which seems fast for so-called beginners.

I just did 5.7km in 20mins at around 60% effort but had hills.
 
Depends on..
What sort of bike
Tyres & pressures
How smooth the surface is
How flat the route is

It's fast for a mountain bike with big tyres
Not so fast for a road racing bike

I can do 10k on a mountain bike in about 25 to 28 mins. But that's negotiating pedestrians, locks and small tunnels on the canal.
I'm not fit at all by some standards, but not a beginner either.

I think that depends pretty strongly on your definition of a beginner. 15 minutes for 6 miles is 24 mph...

Exactly. Does beginner mean new to duathlon racing or new to cycling? If it's new to racing, that could include somebody who does good mileage with a cycling commute & social rides but has never raced before.

I know blokes who've been cycling forever with speed not really being their aim. 24mph for 6 miles would be a push for them, but they can ride at 16-17mph until the tyres wear out
 
That's the issue with riding the same way all the time, your body gets used to riding at that pace. Any increase and it will struggle.

(I'm not meaning anything bad by that, they might not be into cycling that much, and are not bothered etc)
