Same here... I wish that downloading stuff from their mirrors wouldn't count towards my daily cap. It's effectively not costing them anything for me to download from their servers, yet I can very easily go over my limit and have my speed dropped frmo 20Mb to 1Mb or whatever it is, because I've donwloaded a DVD ISO from their own mirror.
Oxford is still faster for me than VM in any case, so it's probably a moot point.
I'm downloading ubuntu at the moment and all the mirrors are rubbish for me too, but my flashget version 1.8.2.1001 lets you have multiple urls for each download (later versions don't seem to?) so I'm downloading from 10 rubbish servers which makes for fairly decent speed
Now all I have to do is get linux to work on my lappy
If you have a download cap, just order the discs for free from the Ubuntu site, took about 2 Weeks from Ilse of Man down to me in South East nearish Dover.
