Decoding binary file

To all internet experts

I have a config settings file .cfg from my broken Linksys router which is in machine code.

Is there a way to extract the settings from it, specifcally port settings?

I know it's a lot to ask and I suspect only a Linksys engineer would be able to do it but finding those settings again could take hours.
