Default/Primary card in SLI setup

I got 2x MSI GTX 460 Cyclone OE 1GB in SLI and naturally the top one runs hotter.
Is it possible to somehow make Windows use the bottom one and leave the top one alone?
For example when using Firefox I would like it to load the bottom one, so that the top one remains as cool as possible.

The only way I managed to do it is by turning SLI off and then plugging the monitor cable into the bottom one. Then whenever I load a video or star scrolling furiously only the clocks of the bottom one increases.

Thank you.

To cool the top card a bit more, stick a fan behind it. Ive got an antec spotcool behind my 470's, keeps both within 1-2c of each other.

Cards idle at 33-32c, load in game at 66-64c.

This is probably your best move tbh.

I knew I had to explain myself further.

I don't have troubles with temperatures when gaming, but when idling and that is because I'm trying to make my pc completely silent by reducing all case fans' rpm to under 500 + 40% fan speed on the cards. That's why I need to make the bottom one my primary. Is there a way?
