defraggler doesn't appear to move "unfragmented" files

I am trying to "tidy up" a system disk in order to "shrink" it to make space for another partition.
I am doing this with a combination of the Windows 7 disk Cleanup tool from Accessories => System Tools and Piriform's Defraggler.
However, it seems that Defraggler doesn't move "unfragmented" files, leaving holes.
Is there any tool I can use to correct this?

"Defrag Freespace (Allow fragmentation)." Sounds like it would do what you need.
