defragmenting in vista

Yes defrag in Vista takes longer because it's been designed to run in the background and not affect your use of the computer - as a result it therfore runs with IO priority set at background which I don't think can be changed.

If you want traditional 'fast' defragging you'll need to use a 3rd party defragger.

I find Perfect disk 2008 works very well. I also believe that it nativly supports 64 bit operation.

I use this, and it does appear to support 64bit vista (well the latest update does anyway). Not sure it does as good a job with vista as it does with xp as vista's dog slow to load up in comparison with the same stuff installed :o .
