Delay in boot up from Network

Im on win7 64.

Mother baord is a Gigabyte GA-880GM-UD2H AMD 880G (Socket AM3) microATX DDR3

Cable connected to a linksys router/wireless.

Sometimes when I boot up tho I have the Network indicator at the bottom right just sit with the blue circle..seems to think..about 20/30 seconds later it will flicker to normal..but the taskbar and all the desktop icons will flicker then come back.

I have created a static Ip addy using Portforward, which I believe does it all for me..tho sometimes yes it will boot fine and fast...a lot of the time it will just do as I have explained...have also gone thru all of my router settings.

When upgrading the ram I notcied on a few trial boots it still did this...even tho the network cable was pulled out.....could this be a motherboard glitch?
