Delayed power up

My dad's computer, which is a low spec Win XP shuttle case system I built 2-3 years ago, is having issues booting up.
Basically it takes upwards of 30 minutes to begin booting after pressing the power button - After pressing the power button no fans start up and no lights come on, nothing, and then it just bursts into life at random after a few mins.
Its been doing this for a while but would only take a couple of mins to get started at first.
The computer is in an office (glorified shed) in the garden so its subjected to outdoor temps over night so maybe the PSU is just really cold??
After a google search it looks like it probably is a PSU issue but I thought I'd ask here first in case it's a simple BIOS fix or something and avoid spending money on upgrades for an otherwise stable working system.
 
PSU seems like a reasonable guess, have you tried just bringing it into a warmer clime and see what happens? Might be the snow on the ground :p

I know someone with a PC in an outside shed. We jest that he should either turn the fans the other way round to keep the heat in, or just set up a watercooling setup without a radiator, just pumping between the CPU and graphics card, to keep it warm :D
 
Pretty much deffo the PSU.. I had an Antec PSU that would take 5 mins to warm up before it would boot... interestingly it seemed to remember that you've hit the on button and would boot as soon as it was happy...
