Deleted Admin account in XP Pro - can't log in

My client has managed to erase all the user accounts on her machine, meaning it is now impossible to log in to Windows (the accounts were password-protected). Any ideas on how to recover it or make a new account without reinstalling Windows?
 
She couldn't have deleted the Administrator account, it's not possible. It's hidden from view when in normal Windows mode, if you boot it up in safe mode it becomes visible. So I'd boot into safe mode, log in to that account, then make a new user.

Actually, I've just tried "Administrator" and no password but doesn't work...
