No, it can be air cooled sufficiently with a good cooler.

The dark rock pro 4 is a good choice. Nice and quiet with excellent cooling capacity
 
Hi, I recently tried to price up a system with a Ryzen 7 5800 CPU on oc.uk using the configurator.

I could not see anything other than watercooling as options?
There are many 200w air coolers that can handle the 5800x , if you want to go air insted of water contact Overclockers they will make the change if possible.
 
Are you classing AIO's as water cooling ? If you want a standard air cooler instead of an AIO then just ring up and they will be able to accomodate your needs I imagine.

If you are ringing up then I would also ask for a change of PSU on most of their systems , decent 80+ gold psus do not break the bank and are a worthwhile expense imho.

I use an R9 3900x with a decent Noctua cooler and it's fine. The average temps may appear higher than an AIO for example but the temps are under control.

I imagine a large air cooler could have more shipping issues than a rad + water bock so that may also be another reason pre-built systems come with an AIO.
