They moved it to some awful place. Right clicking on the display you wish to change and clicking configure gives you a few tabs to choose from. The one you want is Scaling Options.
 
Yes you need to go into CCC and click on display and displays then click on the arrow on the small monitor icon near the bottom of the screen click configure and I think the overscan underscan option is there.
