Set the DOCP and check the memory timings, I see this kit runs CAS 16-18-18-36 Timings. Check your motherboard is picking up the right ones. If not you will have to change these manually. There should not be any need to over volt the RAM to run it, at standard speed.

I would also lower your timings then update your bios to the latest version first.

I am guessing it a Hynix based ram kit by the higher timings. Try a bios update but generally these will not hit 3200 easily in Ryzen. Samsung Bdie based memory normally hits 3200c14 with no issues on DOCP unless you have a really poor CPU by bad luck.
