Somebody's already managed a proof of concept using an ionising tower.

Plug "ionic PC cooling" into Google and have a look...

This is a similar principe but on a different scale altogether.

The ion cooled PC was expensive if I remember correctly. But then things get cheaper - look at flash memory.
 
It looks intersting and I'm sure if the cost can be brought down to a reasonable level we'll see it around in 5-10 years.

The principal could also be used on WC radiators ... after all the principal is the same as air cooling ie move air past fins to cool it.
