I'm running a H60 in mine to cool a i5 2500 - totally silent. But that is a bit more money than you wanted, even refurbished! Plus depending on what's in your rig it needs a planning and concessions.

Have a look at the Zalman CNPS2X as that's the only cooler that meets your cooling requirements and hits your budget, but OcUK don't have them.

Look at the Thermalright AXP-100, but it's £40.

I don't think it's possible to get a cooler at the price point you want that will be good and quiet enough for you i7.
 
I'm not sure whether you'll get anything much quieter or much better than the stock cooler for <£25.

Unfortunately I think with most budget coolers what lets them down is the pretty poor fans that are offered with them. There's a reason Gentle Typhoons and SP120's are £15 a pop just for a fan.

Noctua make some excellent coolers but part of that is again down to their excellent fans.

CLC's like the H60 are generally what's used for ITX cases but even these require replacement fans on top of the initial cost of the unit. Many ITX cases are actually designed for use with them specifically.
A popular combo is an H60 or H80 and 1 or 2 Gentle Typhoons 1850's respectively assuming you have room in your case.

The AXP-100 as suggested is a good choice but considerably over your budget. I believe the AXP-200 is even better however you have to be quite careful with compatibility with it due to the different layouts of different motherboards.
 
Unfortunately I think this is often the case with SFX PSU's. They have smaller fans so they have to spin faster than a 120 for example to shift a similar quantity of air.

I'm not sure what the SG05's stock 120 fan is, but if it's not up to much, upgrading it to a quiet higher CFM fan could help with overall temps inside the case and thus bring noise down by helping to feed the CPU and GPU fans more cool air?

It's not easy to build a powerful passive rig in a large case, in an ITX it's not going to happen. In a small case like that, the only way you'd get a passive build is with a very low wattage CPU, not much use for gaming :)
