run latmon, or dpc monitor to see if drivers/services used in the other accounts are 'interrupting' (disrupting scheduling) for the game;
you'll find some older threads about their use here, too.
I'd probably install ms proceess monitor too, and log records of cumulative cpu + io. to see if there is a smoking gun .. more powerful than task manager
