Apparently an account with KBC Ireland can be opened online without personal attendance, using UK address, many here have done so.
That way your sister in law will at least have an account to pay it into.
Best bet would be to get one check. The Spanish notary may be able to do so on a signed form. I'm assuming that you will need to give the notary info on who you want the money made out to?
IBAN would be easiest, but not sure Spanish notaries have reached the 2000s yet.
