Sounds like you're looking for an affiliate scheme rather than a reseller program, if you don't want to handle billing, support, etc :).

A reseller is generally a 'white label' product where you charge your clients whatever and however you like, you handle support and the hosting company provides the actual service. Affiliate schemes will give you commission for every sale you make and handle the rest themselves.

Recommendations... I would suggest a company who you already host with to be sure you're selling a decent product.
 
I think an affiliate scheme rather than the standard reseller package would be more suited, in that case.

You just take a percentage cut of the number of people you get to sign-up for the hosting company's services. I'm not sure what companies offer this with custom branding as well though.

A standard cPanel reseller account will allow you to brand your end-users' control panel as well as setting up your own nameservers (so customer domains are pointed to ns1.yourdomain.com and ns2.yourdomain.com, rather than ns1.othercompanyname.com) but you will generally have to provide the basic support to your clients.

As said, it's either an affiliate system where you link to the company's site with a special code, or a reseller setup where you buy a reseller account and then setup your own site, brand cPanel, then sell the hosting and support the clients yourself :)

If you're after software to automate the ordering/billing, you could try WhoisCart - at only $35 it's not much to find out whether you want to sell hosting or not :)
