Varies for different components. It could mean it comes in a brown box with just driver disk (e.g. keyboards) or just in a plastic bag (mouse) etc.

What sort of item were you thinking of?
 
With a CPU for instance you don't get a heatsink and fan supplied and the warranty may be shorter(on AMD you get 3 years with retail and 1 year for OEM). As said though it varies according to the components, as a general rule add-in cards(sound, graphics etc) will come in a box with the driver disk and will come with only necessary cables to connect them but no extras, hard drives/optical drives will come as bare drive only, often in an anti-static bag in a plain box.
 
Duke is right, it varies with what component it is. CPUs are most often available for sale in both levels of dress, OEM and retail. For overclockers and hardware enthusiasts like us I reccomend OEM versions. They are marginally cheaper, have a shorter warranty (which you'll void as soon as you overclock it in the BIOS), and lack a heatsink. However, we tend to use aftermarket heatsinks anyway becasue they cool better and are usually quieter than the stock unit.

be greatful your a eur row pee on. in the U.S. All OEM goods only carry a 90 day warrenty. our laws are much stricter across Europe. all electronic goods sold as new must come with a 1 year warrenty unless they are refurbished / reconditioned.
