It could be a hardware fault or possibly a software remapping although that is more unlikely I'd think. Some manufacturers (all possibly but I don't know the keypresses required to access them) build in hardware diagnostic tests, on Dells for instance you have to press F12 (I think it was) at a certain stage in the boot sequence which will allow you to select the tests you wish to run, I had to do this for a mates computer when his keyboard started to display characters other than those selected, once I'd convinced the representative that it was a problem at the hardware level they dispatched a new keyboard next day delivery.
It might not be your problem but it is certainly worth checking, you could also take a look at Character Map to see if there is anything odd in there.
