Assuming the computers have the Messenger service started, you can use net send <computername> Stop downloading whilst I stream pron from a command window.

Assuming you're on windows and have admin access to the other PC's you can do plenty from the command line. Try pstools for a start

Well you need administrator access.

we had a guy at work who managed to play tricks on everyones machines like making all 47 terminals cd rom drives opening and closing at the same time accross the network still wont tell me how he did it.
