Yes, you can get one which is modular which means any cables you dont use you dont have to connect, a bit easier to deal with, or a non modular (normally just doesnt say) where all the cables are connected automatically and any you dont use you tuck out of the way, these are often cheaper than their modular couterparts.
I'd recomend you invest in a good make as the PSU is the most important thing, and you can always transfer it over to your next build.
 
Get ATX2.2 (latest), if a high-wattage PSU then check the dimensions actually fit your case. I didn't realise they had changed when I ordered mine (Enermax 850W) and it was a few inches longer forcing me to cut a hole in the back of my LianLi V2000B to accept it. Motherboard fittings are backward compatible. In terms of power output, select your PSU with an eye to your next upgrade so you won't have to but another PSU.
 
I missed the 'low budget' part of your request :)

Without knowing the specs of the machine it's impossible to recommend, had assumed it was a regular gaming rig or some such. Either of the two PSUs will do for a low-end machine with minimal power requirements.
 
Id stick with the ANtec mate, its a well recognised decent make, never heard of that one so whilst the Wattage is OK you prob wont get enough Amps off the rail to run your system stably.
Its not so much fitting the mobo as the case, if you have a small case some of the bigger PSU's struggle to fit in, but you shouldnt have a problem with lower end PSU's so dont worry
