I've not tested this personally, but in Windows 7 you have the Power Options section in the control panel. In here there is a 'Choose what the power button does' option, you can set it to 'Do Nothing' and hopefully that should work. :)

Yes, you can unplug it from the motherboard. I have a better solution. Make a new button and hide it around the back. Plug it into the motherboard header.

Or cut off your sons finger.

I doubt hes gonna hold it for 4 secs straight. Its much longer than it seems
 
if your comp has a reset switch you can wire both switches in series i.e. comp -> power switch -> reset switch -> comp. then just use both to turn on/off just make sure he isn't looking when you do
 
in the bios settings under power option set it to turn on when the mouse is clicked or keyboard pressed or both, then disconnect the power button from the motherboard, you can turn it on via kb/mouse and off via windows shutdown
 
I like the idea of having the reset switch in series with the power switch. Would also stop people using the PC when you don't want them to :P
 
Well disabling the button from inside windows worked!

Now the little munchkin has figured out the cd-rom drivers, anything i can do about that other than disconnecting them?

Tell him not to do it, then if he does it break his fav toy. If he does it again, break his 2nd fav toy. Rinse and repeat for profit! :p
 
Just disconnect the switch from the motherboard, and short the pins to boot it.

That's how I have to get my Ubuntu system going, because it has no case. :p
