As stated loaded temps mean more then idle. Those settings seem fine, but would still need testing via prime95 to see if they where stable.

About your 4ghz question, again can't tell without loaded temps of the current clock, but realisticly i would say it would be very difficult to get as you would need to use a 500fsb to get 4ghz, and not sure if your mobo can do that, it may but you would really have to push it.
 
what cooler are you using? I have the same chip as you in a p5q deluxe, I had an artic freezer pro and mine idled @58!!!!.
I have since changed to a titan fenrir and now it ranges from 49-53 across the cores. My ambient temp is 30 degrees though.
At load mine goes up to 65 on core 0 (always a few degrees higher than the others) 61-62 on the others, all at stock.......not good i know!
 
4ghz would be pretty hard to get stable on an x38/x48 board, most seem to top out at 470 fsb ono on x38/48. Would be possible on a p45 chipset board, though it would still need a fair bit of tweaking.
