Try changing the ftp passive ports to 0 (which should mean use any) and leave the firewall ports as they are.
My current home ftp server has 0's for the port range and the firewall has 5500-5700 and from what I've read (could be wrong) the ftp will keep trying passive ports till it find an open one.
