From what i can see there's not really a consistent design across all of the pages. For example if you click on the "2012" link under the "Cardiology and Diabetes" heading it leads to a page with a completely different colour scheme.

I also think that there is way too much content on this site. Visitors are not likely to read a massive wall of text such as what can be found on this page: http://www.atthelimits.org/?page=chairmen. And the home page (or the "News" page as it is referred to on other pages") has too much going on. The links on the bottom do not need to be there as most of them are already on the left navigation bar. The homepage could just be one main image e.g from one of the conferences and a descriptive paragraph (the 2 paragraphs under the image would do).

CSS dropdowns could also be used to link to other pages more effectively.
An example of what they look like can be found here:

The naqvigation needs work as hinckley said, when you click Cardiology and
Diabetes it takes you to a different layout with a different navigation setup. I got lost and left the website.

Needs more spacing between elements and the text needs sorting out. The padding around elements is inconsistent and plain nasty in places.
