Deleting files forever

How can I delete files forever?
I out of interest I have just ran GETBACK and I'm amazed to the amount of old files orginally deleted out of the recycle bin I could pull back up if I wanted to.

sorry but how do you get files back if it's gone from recycle bin.....recently deleted a bit of school work i wanted to edit
