Deleting items from Exchange mail account is not freeing up Quota

Got a wierd problem on Exhange (well at least I think its a problem), which is happening when people fill up to their quota or at least get near enough to it to get the warning message. Once they get this, they get the hint and start deleting items from their mailbox, yet they will still get the error message and won't be able to send items. A case happened a few minutes ago where he deleted over 100MB of data from his account, yet it still won't let him send new items.

I did read something which stated that this could be because the Exchange online maintenance needs to run, but then I'm sure this sort of problem has rectified itself a few hours after the files have been cleared.

Running Windows Server 2003 with Exchange 2003 SP2. There are no communication problems between this box and any other as far as I'm aware.

Anyone got any ideas ?
 
Not really viable to take down exchange for 1 user in the middle of the day.

Its not a PST its an exchange mailbox.

I've just had a look to see if it was to do with the mailbox retention rules inside Exchange, but when you try and recover deleted items on the client, all the deleted files have been archived off to another system (a Symantec one). Not sure if this might have something to do with it, maybe its archiving the deleted items and not properly letting exchange know that they have gone ?
